Hello, I have a few questions about this skirt, it says too cut both pieces on t he fold, is this because the skirt is 2 layers. or doubled thanks, there wasn,t instructions,debbie

I checked my email, it doesn't look like I saved a copy there (I made this for my now-adult children when they were young, so it's been a minute). I'll check my NAS when I get a chance & if I have it there, I'll upload & post a link here.
I will say it was a pretty simple pattern; measure around the doll's waist & add 3-4" for the top, you can get length by measuring where you'd have the top to the knee & the bottom is perhaps 4" longer than the top with the top & bottom both curved - when I made it, I cut that out on thin posterboard, if you did the same & cut it a little big, you could trim until perfect, then add ~1/4" all around for sewing the two halves together. I then sewed in snaps, as I didn't have confidence in Velcro holding up as well (plus the snaps felt more "real" & I got a good deal on them at the time on eBay). In case I don't find it, good luck!
I drew the pattern as a .png (using Procreate on the iPad) and uploaded it (link below) - it's huge, so it may take a minute or more to download. The background is a repeating 1x1" graph and dimensions are labeled. I recommend that you plot it out & draw it on large cardstock or poster board it to cut out & trace onto your fabric, but if you cut up the image (on the computer), theoretically you could print it (and the graph background will let you know if you sized it right). Remember that you'll want to cut this out of two different fabrics at a time and sew them together face to face leaving a small hole somewhere to turn it right-side out & then stitch the hole by hand. You might also want to use darting (not drawn). Once you have it sewn together, iron it & wrap a doll with it. to determine the best place to put whatever fastener you choose to use (snaps like I did, Velcro like the original pattern called for, etc.). just pin it where you think, then take the skirt off & reverse it to confirm you like the placement when it's reversed.
The drawing (while derivative) is 100% mine, but I relinquish any and all rights, so feel free to do with it whatever you wish (not just Lisa, anyone reading this). I have used this image storing site for some time and found them to be reliable, but I'll save a copy on my NAS too, just-in-case. Should the link ever break, feel free to reply to this post.
